Since 1992, the Sacramento Regional Solid Waste Authority (SWA) has been responsible for the commercial solid waste, recycling and disposal needs in the Sacramento area. Current members include the City of Sacramento and the unincorporated area of Sacramento County.
The SWA is an autonomous governmental organization, or Joint Powers Authority (JPA) funded by franchise fees and governed by a Board of Directors.
SWA Program focus includes compliance by commercial generators with state diversion requirements, oversight on local practices related to waste management, as well as efforts to mitigate illegal dumping within its service region.
Environmental Management Department (EMD), as well as City and County Code Enforcement enforce SWA ordinances.
Effective July 1, 2021, the SWA will dissolve and the City of Sacramento will assume the duties of regulating commercial waste management within city limits and the County of Sacramento will assume the duties of regulating commercial waste management within unincorporated county limits.
Additionally, as of July 1, 2021, the SWA website will no longer be kept up to date. Both the City of Sacramento and County of Sacramento will house all respective commercial waste hauling information on their respective web pages:
